The department has proposed to the unions to settle the teachers` long-standing wage and labour dispute. The cost of raising wages by 4.25% to cover the years 2017 to 2019 was shameful at around £70 million. This conference will endorse an agreement in principle with the Ministry of Education based on the Ministry`s offer of June 28, 2019. „The three-year salary agreement will increase teachers` salaries and allay fears about teacher recruitment and engagement.“ The Scottish Negotiation Committee for Teachers (SNCT) has formally agreed on a new three-year salary agreement for Scottish teachers and associated professionals. NZEI and PPTA members will vote on offers for collective agreements for primary and school teachers, secondary school teachers and regional education teachers. To cover the cost of the revised offers, there will be a reallocation of unspent education funding ($79.5 million over 3 years) from the Investing in Educational Success program, known as learning Communities /Kāhui Ako. This program includes unassigned roles, allowances and exemption periods, which are now used to offset the costs of winding up collective agreements. The collective agreements resulting from these offers would take effect for 3 years from July 1, 2019. Teachers in Northern Ireland should be offered a 4.25% salary increase – increase in operating grants to allow 2 full-time equivalents – staff during the school day for schools that are currently only entitled to less than 2 full-time equivalents (including the principal) negotiations could then also start for a salary agreement for 2019-20 and 2020-21.
This follows more than 12 months of negotiations and all parties to SNCT (teachers` unions, local government and Scottish government) are pleased that a final agreement has been reached. All parties also agreed that the wage element of the agreement would be implemented as soon as possible.
